Reachability
Spain supports domestic, international, and toll-free calling, with some restrictions on outbound traffic.

Outbound restrictions
- Outbound calls from numbers with the +34902 prefix are not permitted.
- Spanish mobile numbers cannot be used for unsolicited marketing or customer service calls.
- Spain’s Ministry for Digital Transformation and Public Service requires that commercial or telemarketing calls use the prefix
+34 400. Carriers will block non-compliant number ranges after October 17th, 2026, and businesses that do not comply could face administrative fines ranging from EUR 100,000 to EUR 2,000,000. See BOE-A-2026-8409 for more information.
Here’s how to identify your call type:
- Making commercial or telemarketing calls? Cold calling prospects, offering new services, or any outbound sales activity means you’ll need a 400 number. Keep in mind that 400 numbers are outbound only. Using any other number range for these calls will not be permitted after the enforcement date.
- Making customer care calls? Calls to existing customers for support, refunds, contract renewals, or account management must use an approved customer care number so end users can call back, which means you’ll need geographic numbers or toll-free 800/900 numbers. These numbers can’t be used for commercial calls under any circumstances.
If you make both types of calls, you’ll need a dedicated number for each.

DTMF support
DTMF signaling uses RFC 2833 format and is supported for both inbound and outbound calls.
Emergency services
Calling emergency services in Spain is not supported through standard carrier routing. Do not rely on this service for emergency calling use cases.
